In the elections held after the assassination of Indira Gandhi on 31 October 1984, the Congress under the leadership of Rajiv Gandhi won over 400 seats with an overwhelming majority, but the 1989 election reversed. In the noise of Bofors, the Congress, despite being the largest party, remained away from the majority. Vishwanath Pratap Singh of Janata Dal became the Prime Minister. He had the support of BJP and Left parties.

Not even a year had passed that Lal Krishna Advani, who was taking out a Rath Yatra on the Ram Janmabhoomi-Babri Masjid issue, was arrested by the Janata Dal Chief Minister Lalu Yadav in Bihar. After this the BJP withdrew support to the VP Singh government. The VP Singh government, which came in a minority, fell.

Chandrashekhar of his own party along with 64 MPs parted ways with the Janata Dal. He formed the Samajwadi Janata Party. Chandrashekhar became the Prime Minister with the support of the Congress against which the Janata Dal came to power. But this government also did not last long. Only three months had passed when the Congress withdrew support to the Chandrashekhar government. The Congress alleged that the government was spying on their leader Rajiv Gandhi. After coming to minority, Chandrashekhar had to resign on 6 March 1991.

After this fresh elections were held. Congress came to power once again in June 1991. PV Narasimha Rao became the Prime Minister. Chandrashekhar continued to serve as caretaker PM till June 21, 1991, before Rao was sworn in. Born in a farmer family of Ibrahimpatti village in Ballia district of Uttar Pradesh, Chandrashekhar was associated with the socialist movement while studying at Allahabad University.
