Rather, the claims of the two parties in power, VIP and HAM, also failed, because both these parties also supported the bandh.

In view of the UP elections, the BJP was trying to resolve this matter as soon as possible. The government was well aware of the impact of Khan sir on the railway candidates. Therefore, instead of Bihar, the intervention started on this matter directly from Delhi. In this whole matter, the link between Delhi and Bihar became, Sushil Kumar Modi, former Deputy Chief Minister of Bihar. Sushil Modi not only spoke to Railway Minister Ashwini Vaishnav on this matter, but also contacted Khan sir. He then released a video for the students on the matter. In this 7 minute video, Khan sir appealed 10 times with folded hands in front of the students not to participate in the January 28 bandh. In his video, he expressed confidence in the words of Sushil Modi, and has discussed PMO 2 to 3 times.
