HYDERABAD: The Pay Revision Commission (PRC) had in its report last year had stated that the state government was working only with 69% sanctioned posts. The population to cadre strength ratio is 1.4%, which is at sixth place in the country.

As against population of 3.52 crore, the sanctioned strength is 4, 91,304, which is in the ratio of 1.395% or 1.40%. It would mean that for every 1,000 people in the state, 14 posts were sanctioned, but the actual number of employees is 3,00,178. In other words, the actual ratio is for every 1,000 persons, there are just 8.5 employees.
If the recruitment happens now, the ratio would reach 2% to 2. 5% and the number of employees per 1,000 persons could be around 10.
The commission also said 39% of the sanctioned vacant strength could be bridged by taking 58,128 personnel on an outsourcing basis and 50,400 personnel on contract basis, thereby reducing the gap to 16.81%.
The administration comprises 32 departments of which the rain-shadow area development department has become defunct. The highest number of employees, 1, 37,651, has been sanctioned to the school education department against which 1, 13,853 were currently working.
When it comes to payment of salaries, the state government in the current budget (2021- 22) has earmarked nearly 40,000 crore for payment of salaries and pension. It is estimated that Telangana spends nearly 38% of the total revenue expenditure on salary payment, standing at fourth place in the country in this aspect. Punjab (49.3), Kerala (48), Maharashtra (41.7) were ahead of Telangana in spending on employee salaries and pensions.
