The third round meeting of Chief Minister and Sarpanchs regarding e-tendering could not be held at the moment. The CM left for Karnal without meeting the sarpanches for the pre-proposed programme. However, the head of the Sarpanch Association, Ranbir Singh Samain, while reacting to this, said that the Chief Minister already had a program for Karnal.

For the time being we will stay in Chandigarh and are not going anywhere. Samain told that when the agreement is made then we will tell the time.

He said that many demands have been agreed upon in the two rounds of meeting held late night, some demands are yet to be agreed upon. A solution will be found soon in the meeting with the CM.

Possibility of meeting at 4 pm

A meeting was to be held between the CM and the sarpanches at Haryana Niwas at 11:00 am. DIG Law and Order OP Narwal had also reached Haryana residence for the meeting, but due to the Karnal program of Chief Minister Haryana, the time of the meeting will be rescheduled. There is a possibility that the Chief Minister may have a meeting with the delegation of the Haryana Sarpanch Association again at 4:00 pm at the Haryana residence.

Solution came even after churning for 5 hours
In Haryana, there was a 5-hour discussion between the Chief Minister and Sarpanchs on e-tendering. The round of talks which started at 6 pm continued till around 11 pm. During this two rounds of meeting of sarpanches with the CM was held, but even after this the matter could not be worked out. Although the Chief Minister has said that there has been a good conversation with the sarpanches. Will discuss again, probably everything will be fine today.

Chief Minister Manohar Lal and officials of the Sarpanch Association looked satisfied after two rounds of meetings that lasted from 6 pm to 11.15 pm last day at Haryana Niwas. After the meeting, Chief Minister Manohar Lal said that the talks which lasted for 5 hours were positive. Most of the demands have been agreed upon. There will be a meeting between the two sides again on Friday morning and it is expected that some good news will be received within 10 minutes.

First meeting with DIG
Before meeting the Chief Minister, a 25-member delegation of sarpanches reached the police headquarters in Sector 6 of Panchkula. Here he had a meeting with DIG OP Narwal. The delegation assured them that the Sarpanch would present their demands in detail and in a peaceful manner before the Chief Minister. After this the delegation left for Chandigarh.

The meeting started at 6 pm at Haryana Niwas. The first round lasted till 9.15 pm, in which there was a positive conversation. There was a long discussion on the demands in the marathon meeting of about three and a quarter hours. Then the meeting was adjourned for half an hour. During this, where the office bearers of the Sarpanch Association were served food, the Chief Minister discussed the demands in detail with the officers.

Sarpanchs kept 16 demands

1. 29 rights of 12th list of 73rd amendment should be fully implemented.

2. Not opposing the e-tendering system, but its limit should be increased from 20 lakhs to 50 lakhs.

3. Sarpanch should be given the authority to write ACRs of the employees of all the departments working in Gram Panchayats or this employee should be under Sarpanch.

4. Action should be taken against the concerned officer and not against the sarpanch, because the sarpanch is not technical, if there is a deficiency in the development works being done in the village.

5. Toll tax should be waived for Sarpanch.

6. 1% of the land registry money of Gram Panchayat should be given to the Panchayat account.

7. In Gram Panchayats, 2% of the domestic electricity bills should be deposited in the Panchayat account.

8. It should be made mandatory to take certificate of completion of quality work from the sarpanch in all the works done by the government in the gram panchayats and the role of the sarpanch should be there in all the works.

9. Sarpanch’s salary is 3 thousand, it should be increased to 30 thousand and Panch’s salary should be made 5000 from one thousand rupees.

10. The Right to Recall Act should first be implemented on the MLAs and MPs, then it should be implemented on the local bodies.

11. Operators should be set up separately in the Common Service Center in the Panchayat Secretariat so that the common man can get the benefit of the facility.

12. The pension of former sarpanch is now Rs 1000, it should be increased.

13. Payment of MGNREGA should be done within 3 months and it should be done at block level and its daily wages should be increased from Rs.321 to Rs.600 and online attendance of MGNREGA should be stopped because sometimes internet is not working outside the village. And he becomes absent.

14. Whatever cases have been done during the movement should be withdrawn.

15. The illegal encroachment on the panchayat land inside the village should be removed with immediate effect, so that the e-mail income of the panchayat will increase. 16- Remaining balance amount of PRI should be released in Panchayats.
