Advocate VK Biju in the Supreme Court said that a 12-year-old girl injured in an attack by street dogs in the state had died despite taking the rabies vaccine. Advocate Biju said that Kerala has become a country of street dogs from the country of Gods.

10 lakh cases of dog bite in 5 years
Council Biju told Chief Justice UU Lalit that in 2016, the Supreme Court had set up a commission, headed by Justice S Sirijagan, a former Kerala High Court judge, to deal with dog bite complaints and determine compensation to the victims. The lawyer said that information about the current situation should be called from the Jagan Committee. In the last 5 years, 10 lakh cases of dog bites have been reported.

A fact-finding panel formed in April 2016 assessed dog bite severity, causes of death and free availability of anti-rabies vaccines in all hospitals.
