The Aam Aadmi Party, which lost the Lok Sabha by-election in Sangrur, is under pressure to show ‘change’. Its impression was clearly visible in the first budget of the government led by CM Bhagwant Mann. In which the maximum focus had to be on education and health. AAP has come to power by winning 92 out of 117 seats in Punjab by making tall promises to improve the system of these two. The government increased the budget for education by 16% and for health by 24% for 2022-23.

  • Estate managers will be appointed in government schools. Who will look after the work of cleaning, toilet, drinking water, paint, repair of fans etc. in the school. The school principal or teacher will not do this work. 123 crore has been kept for this.
  • Teachers, Principals and Head Masters will be provided short and mid term courses by expert agencies and institutions in the country and abroad. 30 crore will be spent on this.
  • Transfer Policy, Smart School Policy, Padho Punjab-Padhao Punjab, English Booster Club’s impact and results will be analyzed. For this, the help of institutions like CRRID, IDC, Panjab University, NCERT, NIEPA will be taken.
  • 100 schools will be developed as ‘Schools of Eminence’. These schools will be from pre-primary to 12th. Through digital classrooms, well-equipped labs, vocational training, students will be prepared for world-class competition. 200 crore will be spent on this.
  • Modern digital classrooms will be set up in 500 government schools. 40 crore will be spent on this. With this, teachers and advisors will be able to interact with the students from a distance.
  • 424 crore will upgrade the infrastructure of government schools. boundary walls will be built in 2728 rural and 212 urban schools. Repair of boundary walls will be done in 2310 rural and 93 urban schools.
  • Uniforms will be given to all students from class 1st to 8th in government schools from 23 crores. Earlier this benefit was available only to the children of SC, ST and BPL families.
  • Punjab Youth Entrepreneur Program will be started in government schools. In this, the children of class 11 will be able to give their suggestions regarding startup. They will get an incentive amount of Rs. 50 crore has been kept for this.

This step for change in health

  • The health budget has been increased by 23.80% to 4731 crores as compared to last year i.e. 2021-22.
  • By the end of this year, 117 Mohalla Clinics will be built from 77 crores. 75 will start working from this 15th August.
  • An Estate Management Unit will be formed to monitor and rectify the condition of government hospitals. First it will be run by the government. Then it will be given to some agency.
  • Government Super Specialty Hospitals will be set up in Patiala and Faridkot in two years. By 2027, 3 more such hospitals will be built.
  • Delhi’s angel scheme will be implemented in Punjab. The government will honor the one who took the injured to the hospital. The injured will get free treatment in the hospital.

where will all this cost come from
Finance Minister Harpal Cheema claims that the government’s income will increase by 17.08% compared to 2021-22. Due to which Rs 95,378 crore will be added to the treasury. 9,648 crore will be earned from the new excise policy. Which is 56% more than last year. Income will increase by 27% by removing GST recovery loopholes. Due to which Rs 4,350 crore will come to the treasury. 636 crore income from non-tax sources is expected to grow by 11%. This also includes mining. 14,757 crore is estimated from Central Tax and 28,731 crore from Grant-in-Aid from the Centre.
