Jharkhand Governor Ramesh Bais has returned the Mob Violence and Mob Lynching Prevention Bill 2021. The Governor directed it to redefine the word ‘mob’ in this bill and returned it to the state government. Not only this, the Governor has also drawn the attention of the State Government to the difference between Hindi and English formats. Governor Ramesh Bais kept this bill with him for about four months and returned it in consultation with the Law Department.

It is worth mentioning that in the winter session of Jharkhand Legislative Assembly on December 21 last year, the Hemant government of the state got it passed by the House and sent it to the Governor for his approval. After a lapse of about 87 days, the Governor returned it, commenting on redefining the word ‘mob’. At the same time, the BJP has been vocal about the word ‘mob’ on which the governor has commented.

In fact, in the Prevention of Mob Lynching Bill 2021, the state government has made a provision for attachment of property with fine and punishment from three years to life imprisonment. It also had that if someone died in mob lynching, then the guilty would be punished with life imprisonment. Apart from this, a provision has been made for the punishment of 10 years to life imprisonment for grievous hurt. According to the bill, those instigating the mob will also be held guilty and will be given a three-year jail term. Whoever destroys any evidence connected with the offense shall also be deemed to be an offender. Apart from this, provision has been made in this bill for compensation to the victim’s family and free treatment of the victim.
