Himachal’s Sukhu government has made 6 CPS, but they will not have the right to approve the files. The government has issued necessary instructions regarding the powers and functions of the 6 Chief Parliamentary Secretaries (CPS) appointed by the state government.

Under these instructions, the Chief Parliamentary Secretaries will not have the authority to approve the files, that is, proposals on the files will be sent to the concerned ministers for approval only through the CPS. CPS will not be able to clear files at its level. Only the concerned minister will have the right to take the final decision on the file coming for work.

Instructions in this regard have been issued by Chief Secretary Prabodh Saxena to all administrative secretaries. CPS can only register their side on the proposal or file, but the final decision will be of the concerned minister.

In such a situation, the administrative secretaries will have to send the proposal and the files attached to the CPS before sending them to the concerned ministers. In the instructions, the Himachal Pradesh Parliamentary Secretaries have been asked to take necessary action as per the provisions of the Act and strictly follow it.

The State Government has so far divided the portfolios of two Chief Secretaries and attached them to the Chief Minister and the Minister. Departments have been distributed to Sanjay Awasthi and Sundar Singh Thakur. In this case the files related to both the CPS will proceed through him, but he will not be able to approve the file at his level.

Similar rules will be followed for other CPS as well, which are yet to be allocated portfolios. In this, there are Mohanlal Brakta, Ram Kumar Chaudhary, Ashish Butail, Sunder Singh Thakur and Kishori Lal, who are yet to be attached to the Chief Minister or Minister by dividing the portfolios.
