Kovid Protocol of Assembly Election 2022: No rally, roadshow will be held till January 15; Victory procession banned after victory

The Election Commission has announced the dates for the assembly elections to be held in five states of the country this year. The elections are to be held in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur. Chief Election Commissioner Sushil Chandra said that elections will be held in 690 assemblies of 5 states in the country. 18.34 crore voters will take part in the elections. New protocols will be implemented to conduct elections between Corona.

New protocol related to Kovid-19 during elections

  • Sushil Chandra said that our security is also most important during the election. Vaccination campaign is being intensified. All election workers must have received both doses of the corona vaccine.
  • The election campaign will be done through virtual rally only. Only 5 people can go for door-to-door campaigning. Affidavit will be taken from the candidate before every rally.
  • There will be no rally, roadshow and padyatra till January 15. Nukkad Sabha, bike rally also banned. There will be a ban on the victory procession after the victory.
  • Action will be taken against violators of Kovid rules under sections of Epidemic Act, NDMA and IPC.
  • Senior citizens of age 80 plus, differently-abled and people affected by coronavirus will get the facility to vote from home. Ballot voting will be facilitated for Kovid positive people.

Kovid protocol during 2021 assembly elections

  • During the announcement of Assembly Elections to 5 States/UTs on 26.02.2021, the Commission had stated that all the guidelines have to be followed which was followed during the Vidhan Sabha Elections of Bihar State and several bye-elections in 2020.
  • Political parties and candidates concerned should ensure that all COVID-19 related requirements like face masks, sanitisers, thermal scanning are met during all activities.
  • For non-compliance of instructions during public contact, action will be taken as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005 besides invoking Section 188 of the Indian Penal Code, 1860.
  • The commission had taken seriously the laxity in not wearing masks and maintaining social distancing by the leaders on the stage. The Commission had said that Kovid will not hesitate to ban public meetings, rallies etc. of all candidates/star campaigners/political leaders in violation of protocol.
  • Political parties, leaders, campaigners, candidates, current or aspiring policy makers are expected to be examples for the campaign against COVID. They will set an example by maintaining social distancing, wearing masks and following the prescribed protocols. Will also insist on all the local organizations participating in the programs not to violate the Kovid protocol.
  • The commission seeks full cooperation from the political parties and candidates for strict adherence to the COVID protocol so that the situation remains normal during the elections. It is advised that the political leaders/candidates do their duty to control the spread of COVID. In rallies and meetings, encourage all supporters to wear masks and practice social distancing.

3 apps of election commission will be active

  • Suvidha Candidate app will be active. This is for political parties. They will not have to go to any office and ask permission for rally etc. They will be able to check availability through this app.
  • With the Cvigil app, the disturbances during the election can be uploaded on the app by taking photos or making videos. The Election Commission will take action on this within 100 minutes.
  • The information of all the candidates with criminal background will be found on the know your candidate app.
