The Election Commission has announced the dates for the assembly elections to be held in five states this year. The elections are to be held in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur. Chief Election Commissioner Sushil Chandra said that elections will be held in 690 assembly constituencies of 5 states in the country. 18.34 crore voters will take part in the elections. A new protocol will be implemented to conduct elections between Corona. The Election Commission mentioned Corona 61 times in a 92-page document.

New protocol related to Kovid-19 during elections

In case an elector forgets the face mask, reserve masks will be kept for them.

  • Sushil Chandra said that our security is most important during the elections. Vaccination campaign is being intensified. All election workers are required to have both doses of the corona vaccine.
  • The election campaign will be done through virtual rally only. Only 5 people can go for door-to-door campaigning. Affidavit will be taken from the candidate before every rally.
  • There will be no rally, roadshow and padyatra till January 15. Street meetings, bike rallies will also be banned. Candidates will not be able to take out victory procession after victory.
  • Action will be taken against violators of Kovid rules under sections of Epidemic Act, NDMA and IPC.
  • Senior citizens of age 80 plus, differently-abled and people affected by coronavirus will get the facility to vote from home.

Arrangements to be made by the Election Commission at the Polling Station

  • It is mandatory to mandatorily sanitize the polling station a day before the voting.
  • Thermal checking of voters will be done at the entry points of all polling stations. This work will be done by para medical staff or ASHA worker.
  • Tokens will be given to voters by the help desk on a first come first serve basis. With this, voters will not have to wait in line.
  • Marks will be put in the voting line for social distancing.
  • Voters will have to keep a distance of 2 yards (6 feet) in line. There will be 3 lines for Male, Female and PwD/Senior Citizen.
  • BLOs and volunteers can be engaged for strict enforcement of things like social distancing, wearing of masks among voters.
  • In the waiting area of ​​the polling station, separate chairs, rugs will be given to men and women. Shades will be installed so that everyone gets shade.
  • In case an elector forgets the face mask, reserve masks will be kept for them.
  • Posters will be put up to make aware on Kovid at the place where the visibility will be high.
  • If the temperature of the Polling Agent or Counting Agent exceeds the prescribed limit, their reliever shall be permitted by the Presiding Officer, who shall keep a record thereof.
  • The voter may have to remove the mask from his/her face if required during the process of identification.
  • The voter will be provided with hand gloves to sign the voter register and press the EVM button.
  • Kovid patients and quarantined people will be able to vote at their respective polling stations in the last hour of the day of voting. This work will be done under the supervision of health officials.

  • During the announcement of assembly elections for 5 states/UTs on 26 February 2021, the commission had said that all the guidelines have to be followed during the assembly elections of Bihar state and several bye-elections in 2020. .
  • Political parties and candidates concerned should ensure that all COVID-19 related requirements like face masks, sanitisers, thermal scanning are met during all activities.
  • For non-compliance of instructions during public contact, action will be taken as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005 besides invoking Section 188 of the Indian Penal Code, 1860.
  • The commission had taken seriously the laxity in not wearing masks and maintaining social distancing by the leaders on the stage. The Commission had said that Kovid will not hesitate to ban public meetings, rallies etc. of all candidates/star campaigners/political leaders in violation of protocol.
  • Political parties and candidates are advised to do their duty to control the spread of COVID. In rallies and meetings, encourage all supporters to wear masks and practice social distancing.

  • Suvidha Candidate app will be active. This is for political parties. They will not have to go to any office and ask permission for rally etc. They will be able to check availability through this app.
  • With the Cvigil app, the disturbances during the election can be uploaded on the app by taking photos or making videos. The Election Commission will take action on this within 100 minutes.
  • The information of all the candidates with criminal background will be found on the know your candidate app.
