Despite efforts to build a consensus, a joint statement on the Russia-Ukraine war could not be issued at the end of the meeting of foreign ministers of the G-20 countries held in Delhi. However, a summary and outcome document was adopted at the meeting hosted by India.
External Affairs Minister S Jaishankar told a press conference that the meeting featured issues related to the Ukraine conflict. Several diplomats said there are deep differences between the US-led West and the Russia-China alliance over the Ukraine war.
Jaishankar said that there are different views on this issue. The External Affairs Minister said that the outcome and summary document reflect the resolve of the G-20 to address global challenges. He said that there were many such issues in the meeting where consensus has been reached. Jaishankar also pointed out that terrorism was clearly condemned in the meeting of foreign ministers of G-20 countries.
Foreign Ministers call for a holistic approach to counter terrorism
The foreign ministers of the G-20 countries on Thursday condemned terrorism in all its forms and manifestations. They noted the growing threat from misuse of new and emerging technologies for terrorist purposes. The outcome document released at the end of the foreign ministers’ meeting also advocated for a more inclusive and re-energized multilateralism and reform. The Foreign Ministers stated that all acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever they are committed. Cross-border terrorism emanating from Pakistan has been a major concern for India. The Foreign Ministers called for a holistic approach against terrorism.
Recalling the declarations of the leaders in Antalya (2015), Hamburg (2017) and Osaka (2019), we condemn terrorism in all its forms and manifestations, including xenophobia, racism and other forms of intolerance, the outcome document said. Recognizing the commitment of all religions to peace based on, or in the name of, religion or belief. It is one of the most serious threats to international peace and security.
It further added that we strongly condemn all terrorist acts against critical infrastructure, including vital energy facilities, and against other vulnerable targets. Effective counterterrorism measures, support for victims of terrorism, and protection of human rights are not conflicting goals, but are complementary and mutually reinforcing. A holistic approach based on international law can effectively combat terrorism. The outcome document also talks about the links between terrorism and organized crime.
