The buzz is that Congress will field its candidate this time even before the announcement of elections. This discussion has got air from the statement of Chief Minister Ashok Gehlot which he recently gave in the program of Youth Congress.

Why such an experiment for the first time in Rajasthan?

Congress experts believe that this time CM Gehlot is trying every formula to repeat the government, which can give victory to Congress in any situation. They are constantly trying to set a narrative in their own party, the general public and the opponents by talking about the government’s repeat that this time the Congress can come to power again. The Congress recently formed the government in Karnataka by ousting the BJP from power. In Karnataka, the Congress had declared most of its candidates about a month and a half before the elections. Congress had released the first and second list of candidates even before the election was announced. Karnataka was to vote on May 10, while the Congress approved its first list on March 17 in Delhi. By announcing the first list on March 25, the Congress had gained a strategic edge over the BJP by fielding its 124 candidates about one and a half months ago. After this, Congress also released the second list of 42 candidates on April 6, even before the announcement of elections.

It may be noted that the notification for the elections in Karnataka was issued by the Election Commission on April 13, while the Congress had earlier presented its 166 candidates to the public. The rest of the candidates were also declared by the Congress within two-three days of the announcement of the election. While the BJP was at a loss due to the delay in announcing the ticket.

Although the BJP announced 189 candidates on April 11, two days before the election announcement, but by then the Congress candidates had overtaken the BJP by holding the field. It is clear from the election results of Karnataka that the Congress got the advantage of declaring tickets early. The list of 166 candidates declared by the Congress about one and a half month before the election, most of the candidates won. This is the reason that in the 224-seat Karnataka Assembly, the Congress was able to win 136 seats, easily crossing the majority mark of 113 seats. Congress strategists believe that among other factors, the most important reason for the Congress’s victory in Karnataka was that it announced its tickets ahead of time.

In the 2018 election, the notification for the election was issued in Rajasthan on 6 October. Elections were to be held on 7 December. For this, the nomination process started from November 12, but the Congress did not announce a single candidate till the nomination process started. The first list of 152 Congress candidates was released on November 15 at 12:30 pm. After this the second list on 17 November. Then the third list was released on 18 November.

November 19 was the last day for nominations. That is, till a day before the last day of nomination, the lists of Congress continued to be issued. The final announcement of the candidates for Bikaner East and West seats was made on November 18 itself. The delay in declaring the candidate also cost the Congress. Though the Congress captured power through manipulation, it could not cross the majority mark. Congress had to face defeat on 100 seats.

The Congress is believed to have delayed declaring the candidate due to the tussle over ticket distribution between Gehlot-Pilot in the last election. In the first list, 152 candidates were declared, but Congress lost 70 of these seats. Some of the seats that were defeated were such where the leaders of the Congress revolted and defeated the Congress. For example, these included seats like Ganganagar, Shahpura, Bassi, Marwar Junction, Sirohi.

Bikaner East and West seat is the biggest example.  Here the candidates were announced on 18th.  Despite the Congress being strong on both the seats, it had to face a crushing defeat on the Bikaner East seat.  However, strongman leader BD Kalla was successful in winning from the West seat.

Changed two tickets in the third list, formed an alliance at some places, but lost most of the seats.

The Congress had released the third list a day before the last date for nominations. In the list released for 18 seats, Bikaner East, Bikaner West and Keshoraipatan, candidates were changed in these three seats. Alliances were made with different parties on Mundavar, Bharatpur, Malpura, Bali, Kushalgarh seats. Out of these 18 seats, Congress could win only three seats. Of these, its own candidates won at Nohar and Bikaner West, while out of the seats where the alliance was made, only the Bharatpur seat could be won. The rest of the seats were lost by the Congress.

Expert said – Last time Congress made a big mistake, it is difficult to cover the entire area in 15-20 days

Senior journalist and political expert Anil Sharma says that last time the Congress declared the names of the candidates at the last moment of the elections. Candidates were fielded during the last dates of nominations. This was the biggest mistake. If the names are announced 15-20 days before the election, the candidates are not able to pace their election campaign well.

Anil Sharma says- I believe that if you cannot declare the name two months in advance, then it should be indicated to the concerned candidate in time that if you will contest from this seat, then they can prepare better. Because whether it is inflation relief camp or any other activity, the ground forces of Congress are not visible as much as they should be visible in the field in the election year.

If the candidates get two months time before the election, then they will be able to contest the election with full preparation. Will be able to improve election management at the booth level. The advantage of deciding the candidates for the elections two months in advance would be that they would be able to visit the people of their area more often. The biggest difference that can be seen between BJP and Congress is booth management. If the Congress decides its candidates well in time before the elections, it will be beneficial for both the candidates and the Congress.
