Elections are being held on 14,684 posts of municipal bodies in UP. In these there are also elections for 17 mayors, 200 municipality presidents, 545 city panchayat presidents and 1420 councillors. The elections are for the municipal body, but it is also the semi-final for the 80 Lok Sabha seats in UP before the 2024 general elections. 3 big things of the first body elections-

  1. Upper caste voters are lucky in civic elections, because in 17 out of 17 municipal corporations, upper caste voters are more than 50%. At the same time, Muslim voters are game changers in the body. That is why all parties have focused on Muslims. Even BJP has fielded 350 Muslim candidates. BSP has given tickets to 64%, Congress-SP to 23%-23% Muslim candidates.
  2. The importance of civic elections can also be understood from the fact that CM Yogi has been holding public meetings for the last 6 days. He has so far held election rally in 20 out of 75 districts. Both the Deputy CMs, all ministers, MLAs, MPs are also in the fray.
  3. There were a total of 15 crore voters in UP till the 2022 assembly elections. 4.32 voters will vote in this body election. In this, 2.02 crore are women, 2.29 are men. The voters of civic elections in UP are more than the total voters of 22 states of the country. That is, only in 8 states of the country, the voters are more than the voters of UP’s local body elections. These 4.32 crore voters of civic elections in UP cover about 150 assembly seats.

Whichever party wins the urban body elections, the same party is at the center of Delhi’s politics in the general elections. That is why this time the UP civic elections are being considered as the semi-finals of 2024.

BJP’s highest prestige is at stake in the civic elections. Because urban areas have always been BJP’s bastions. Last time the BJP had a better performance in the municipal elections, but lagged behind in the municipality and town panchayat.

The BJP had a tough fight with the SP and independents. Independents won two times more than BJP in the election of Nagar Panchayat President. This time BSP and Congress are directly in the fray. SP’s performance in the assembly has been good. That’s why the challenge before the BJP is bigger this time.

BJP: 350 Muslim candidates fielded for the first time, focus on women to win 20% Muslim dominated seats

  • There were 16 mayor seats in UP in the 2017 civic elections. Out of these 16, BJP managed to make its mayor in 14 municipal corporations. BSP was made mayor in Meerut and Aligarh. This time Shahjahanpur has become a new Municipal Corporation, due to which mayor elections are being held on 17 Municipal Corporation seats.
  • The toughest challenge for the BJP is in the municipality and town panchayat seats. Elections are to be held on 200 seats of Municipal Chairman and 545 seats of Nagar Panchayat President. 20% of these seats are Muslim dominated. The party is looking for a new formula to win these seats.
  • The party has increased the focus on half the population i.e. women voters. Since 37 percent seats are reserved for women in civic elections. That’s why the party has put the Mahila Morcha on the ground for work long back.
  • BJP is organizing ‘Sahbhoj’ for women. Muslim and Dalit women are specially being invited to this dinner. BJP is making them aware about triple talaq bill to connect Muslim women.
  • For the first time in the civic elections, the BJP has fielded 350 Muslim candidates. These include councilor candidates in Municipal Corporation, councilors in Municipal Corporation, candidates for the post of President in Nagar Panchayat. The districts where Muslim candidates have been fielded are Prayagraj, Varanasi, Gorakhpur, Lucknow, Jhansi, Agra, Firozabad and Mathura Municipal Corporation.
  • BJP has given councilor tickets to Muslims in 4 wards of PM Modi’s parliamentary constituency Varanasi Municipal Corporation. Even in Yogi Adityanath’s constituency Gorakhpur, the corporator’s ticket was given to the people of Muslim community.
  • The special focus of BJP is on Pasmanda Muslims. Because BJP has set a target of Mission 80 for 2024 in UP. BJP has been continuously engaged in the exercise of connecting Pasmanda Muslims for the last several months. For this, first Pasmanda Samvad Sammelan, Urdu version of PM Modi’s Mann Ki Baat, Iftari on the occasion of Eid and dialogue with the beneficiaries in Muslim dominated areas.

  • In the 2022 assembly elections, the BJP had a direct fight only with the SP in UP. SP is currently the main opposition party. If the opposition parties form a third front against the BJP before the 2024 general elections, all eyes will be on the SP. Because UP is the largest political state in the country.   • SP could not win even a single mayor seat in the last civic elections. However, the Municipality was definitely successful in making the Chairman and the Nagar Panchayat President.   • Akhilesh is also engaged in the exercise of forming a Dalit (MYD) combination with Muslim-Yadav. To help Dalits, Akhilesh has visited Mhow, the birth place of Dr. Bhimrao Ambedkar on 14th April.
  • During the Ramcharitmanas controversy, Akhilesh has even called himself a Shudra. SP has fielded Muslim candidates on 4 seats of Municipal Corporation.
  • The SP has given about 23 percent tickets to Muslims in the civic elections. This number is less than before. Mashroof Fatima has been nominated for Firozabad seat, Noor Hasan from Saharanpur, former MLA Zameer Ullah Khan from Aligarh and Syed Raisuddin from Moradabad.

  • The BSP was reduced to one seat in the 2022 assembly elections. That’s why civic elections are very important for BSP. The BSP was successful in making its mayor in Aligarh and Meerut Municipal Corporation in the 2017 civic elections, while it was at number two on three seats.
  • This time the BSP has entered the electoral battle through the Dalit-Muslim formula. Muslim candidates have been fielded for the post of mayor in 11 out of 17 municipal corporations. After this, tickets have been given to Backward Classes on 3, Dalits on 2, while not a single ticket has been given to Brahmins.
  • The BSP has fielded Muslim candidates for the post of mayor in the municipal corporations of Lucknow, Mathura, Firozabad, Saharanpur, Prayagraj, Moradabad, Meerut, Shahjahanpur, Ghaziabad, Aligarh and Bareilly. In the civic elections, the BSP has given maximum 64 percent tickets to Muslims.
  • The BSP wants to make a comeback in the politics of UP once again through the municipal elections, as the 2024 general elections will decide the future of Mayawati and the BSP. In the 2019 general elections, BSP reached 10 seats from zero in alliance with SP, but Mayawati has announced to contest alone in 2024.
  • Hasmat Ali from Meerut, Shagufta Anjum from Shahjahanpur, Nishara Khan from Ghaziabad, Salman Shahid from Aligarh, Yusuf Khan from Bareilly, Rukhsana Begum from Firozabad, Raja Mohtasim Ahmed from Mathura, Khadija Masood from Saharanpur, Shaheen Bano from Lucknow, Saeed Ahmed from Prayagraj. And Mohammad Yameen has been nominated by BSP from Moradabad.

  • Before the BJP in UP, the urban areas were Congress strongholds. The Congress used to make its mayor in the body elections, but could not even open its account in the last election. Not only this, the performance of the Congress in the Municipal and Nagar Panchayat elections has also not been special.
  • The Congress, which got 2.33% vote share in the assembly elections, is struggling to regain its lost political base through a good performance in the civic elections. State President Brijlal Khabri is handling the command of the Congress.
  • The Congress also organized Rosa Iftar in the urban areas to woo the Muslim votes. The Congress has given 23 percent tickets to Muslims in the civic elections. Muslim candidates have been fielded on 4 seats of Municipal Corporation.
  • Congress has fielded Rizwan Qureshi from Moradabad, Naseem Qureshi from Meerut, Nuzhat Ansari from Firozabad and Nikhat Iqbal from Shahjahanpur. However, Congress General Secretary Priyanka Gandhi has not come to UP after the assembly elections. In such a situation, it has to be seen whether the Congress will be able to make a comeback through the body elections?

Owaisi’s party in the fray for 10 seats

Asaduddin Owaisi’s AIMIM is also in the fray for 10 mayoral seats in municipal corporations. Meerut to Mohd. Anas, Shahnaz Malik from Ghaziabad, Gufran Noor from Aligarh, Mohd from Mathura. Arif, Sartaj Alvi from Bareilly, Mustujab Ansari from Moradabad, Shahana Parveen Niazi from Kanpur, Rehan Siddiqui from Ayodhya, Naki Khan from Prayagraj and Cash Ansari from Gorakhpur have been made mayor candidates.
