Citizens will be given the facility of online self enumeration (enrolling their names) for Census 2021. For this, the government has changed the rules of census. However, with the online census, door-to-door collection of data will still be done. The central government had decided to conduct a digital census last year.

Government amended the rule
According to the Census Amendment Rules 2022, issued late Friday night, ‘electronic form’ shall have the same meaning as assigned to it in clause (R) of sub-section (1) of section 2 of the Information Technology Act, 2000. Under this any information sent, received or stored in media, magnetic, optical, computer memory, micro film or similar device shall be deemed to be of electronic nature.

Under the new rule, the applicant will be allowed to fill and complete the census schedule. Similarly the word media has been replaced with electronic or any other media. A clause has been added in Rule 6 to allow filling of Census Schedule (Form) through self-enumeration.

How will online census be done?
The listing of houses under the census was to be held from 1 April to 30 September 2020, but was stopped due to Corona. After this, the government has not released the new schedule yet. At present, internal testing of the census portal is being done. Under this, more than 200 officers are testing self-calculation by filling data on mobile phones through OTP.

Once the census portal is opened, people will be able to log in through their mobile number. Here they will have to fill a form containing about 28 questions for population census. After filling the online form, everyone will be given an ID number. The data will be synced through this ID number when the officials visit the house for house listing.
