New Delhi: There have been no instances of paper leakage in the recruitment examinations conducted by the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), Railway Recruitment Board (RRB), and Institute of Banking Personnel Selection (IBPS) over the past two years, the Rajya Sabha was informed on Thursday.
Union Minister of State for Personnel Jitendra Singh, in a written reply, stated, “Recently, the National Testing Agency (NTA) conducted the NEET(UG) examination on May 5, 2024, in OMR (Pen and Paper) mode. Certain cases of alleged irregularities, cheating, impersonation, and malpractices were reported.”
After reviewing the matter, it was handed over to the Central Bureau of Investigation (CBI) for a comprehensive investigation on June 22, 2024, he added.
“No incidents of paper leakage have been reported in the recruitment examinations conducted by the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), Railway Recruitment Board (RRB), and Institute of Banking Personnel Selection (IBPS) over the last two years,” Singh reiterated.
To prevent unfair practices in public examinations, the government has enacted the Public Examination (Prevention of Unfair Means) Act, 2024. This law has been enforced and the corresponding rules have been notified, he further noted.

What Is Public Examination Bill?
The Public Examinations (Prevention of Unfair Means) Bill, 2024 aims to enhance transparency, fairness, and credibility in public examinations. It defines “public examinations” as those conducted by authorities like UPSC, SSC, RRB, IBPS, and NTA, as well as other central government recruiting bodies.
Offences under this law are cognizable, non-bailable, and non-compoundable, allowing arrest without a warrant. Punishments include 3-5 years in prison and fines up to Rs 10 lakh, with additional imprisonment for non-payment. Service providers involved in examination processes can be fined up to Rs 1 crore. Organized paper leaks carry harsher penalties: 5-10 years imprisonment and a minimum fine of Rs 1 crore.
