  • An Eye On Teacher Recruitment Of 21 Lakh TET Pass Candidates, Waiting For Government Announcement Amidst Assurances

2 hours agoWriter: Rajesh Sahu

Discussion has started again regarding teacher recruitment in UP. The candidates related to the examination have started meeting the new Education Minister, Deputy CM and conveying their message to the CM. There is a positive response from the government in terms of jobs.

On 31 March 2022, CM Yogi Adityanath tweeted, “Your government has instructed all service selection boards to provide government jobs to more than 10 thousand youth in the next 100 days.”

There were 3347 reply comments in the comment box of this tweet. In this, 50% of the comments were such in which these three things were most visible.

First– Give appointment to 6800 reserved category.
another– When will 97 thousand new teacher recruitment?
third21 lakh unemployed are sitting waiting after passing TET-CTET.

We got to see such posts not only in the comment box of CM Yogi’s tweet but also on Facebook and Instagram post of new Basic Education Minister Sandeep Singh. The only reason is that after two years of training, BTC students do not have any government job option other than basic education. That’s why he continues to perform on social media and occasionally on the streets.

Look at the first two examples…
1. Advertisement not issued on the announcement of 17 thousand posts
On December 24, 2021, just 14 days before the code of conduct was imposed in UP, the then Basic Education Minister Satish Dwivedi announced that teachers would be recruited for 17 thousand posts. This could not happen. No advertisement related to this recruitment was issued at that time nor has any advertisement been issued after the formation of the new government.

Satish Dwivedi announced 17 thousand new teacher recruitment but no attention has been paid to it yet.

2. The court has told the announcement of recruitment of 6800 posts is wrong
When 69000 teacher recruitment was completed in three phases, then the matter of reservation scam came to the fore. Candidates performed. Starved and protested. The result was that Satish Dwivedi announced 6800 posts for reserved category candidates on 24 December 2021. He said, “List by December 29, appointment letter will be given on January 6, 2022 after all the paperwork from January 3 to 5, 2022.” This didn’t happen either.

On 29 January 2022, the Lucknow Bench of the Allahabad High Court heard the matter. Justice Rajendra Roy said, “When there is talk of recruitment to 69 thousand posts, then why additional? Not a single candidate can be given appointment more than 69 thousand. The state government should decide what to do.”

The candidates associated with this recruitment again reached the court against this ban. On March 28, the Lucknow Bench of the High Court refused to interfere with the decision of the single bench. Justice DK Upadhyay and Justice Ajay Kumar Srivastava asked the government that when 69 thousand recruitment has been done, then how is this additional recruitment being done? The government could not answer this question.

Now it’s time to recruit
The government told in the court that 51,112 posts are going to be recruited but it has not happened yet.
In June 2021, the state government submitted an affidavit in the Supreme Court stating that 51,112 posts would be recruited. The government also told in the court that at present 73,711 posts are vacant in UP. In this 52,317 posts are vacant for principals. The state’s examination regulatory authority sent a proposal to the UP government to conduct UP TET on 28 November 2021. It was then said that the recruitment would be announced in October 2021, but it could not happen. 9 months passed but no recruitment announcement could be made.

Big difference between central and state government figures
In June 2021, the then Union Education Minister Ramesh Pokhriyal Nishank had told in the House that 10 lakh 60 thousand 139 posts of teachers are vacant across the country. In UP alone this number is 2,17,481. After June 2021, 69 thousand teacher recruitment was completed. If we subtract this, then the number of vacant teachers’ posts is around 1.50 lakhs. Keep in mind that 60% of the appointment letter of 69 thousand teacher recruitment was distributed before June 2021.

According to the figures put forth by the central government in June 2021, 2.17 lakh posts are vacant.

In the last five years, the government did not remove any recruitment from its side.
On July 25, 2017, the Supreme Court struck down the adjustment of 1.70 lakh Shiksha Mitras teaching in UP schools as unconstitutional. There were 30 thousand TET passes in this, so he remained an assistant teacher. The Supreme Court ordered the government to fill up the vacancies on 1.37 lakh vacant posts soon. The government first completed 68,500 and then 69000 recruitment process. Apart from these recruitments, the government did not remove any recruitment.

Every year two lakh candidates pass BTC but they have no option
Every year 2.42 lakh students take admission in BTC after graduation in UP. In this, 10 thousand students take training from government colleges. More than 2.10 lakh boys take two years training in private colleges by paying hefty fees. After completing the training, they have a chance to apply only in basic education. If the recruitment does not come, then they keep on waiting.

Till now 21 lakh candidates have passed TET but
After doing BTC and B.Ed, the number of candidates who have passed TET and Super TET has exceeded 21 lakhs. Of these, there are 12 lakh candidates who have passed TET or Super TET more than once.

In many districts including Lucknow, Prayagraj, students are preparing to protest for the demand of new recruitment.

BTC United Front UP President Rajat Singh said, B.Ed people get a chance to appear in TGT exam but with BTC it is not possible. The government conducts BTC training only because it recruits candidates.

Will agitate again for 97 thousand recruitment
Rajat Singh said, “Government may declare 68,500 and 69000 recruitment as its achievement but it is not part of its achievement. It was done after the order of Supreme Court. It definitely led to the entry of new people but there was no reduction in the number. ” Regarding the new recruitment, Rajat says that “We have expectations from the new government. Met Deputy CM Brajesh Pathak and his wife Namrata Pathak. Everyone has assured to put our demand in front of CM Yogi.”

BTC/B.Ed should be stopped when the recruitment is not done
Sapna Shukla of Prayagraj, who has passed TET and Super TET by doing BTC, says that whenever there is a demand for new teacher recruitment from the government, the government keeps silence. If new recruits do not come out, then they should make session zero. Batch of BTC 3 times and B.Ed 3 times. In such a situation, the old batch will go behind in the battle of merit.

Apart from CM Yogi Adityanath, the new Education Minister Sandeep Singh is holding regular meetings with the officials of the Basic Education Department.

15 days have passed but no statement from the new education minister
