  • In addition to heading the Department of Military Affairs, the CDS also holds the position of the permanent chairman of the Chiefs of Staff Committee (CoSC). Till now, the CoSC was headed by the senior most service chief in rotation for a short period but this arrangement was found to be unsatisfactory.
  • Like the chiefs of the three services, the Chief of Defense Staff is also a four-star general.

Why the need for Chief of Defense Staff?

  • The lack of coordination among the three wings was also noticed during the 1987–89 operation by the Indian Peace Keeping Force (IPKF) against the LTTE in Sri Lanka. Navy and Air Force commanders in that operation were under the overall force commander (OFC), but the OFC is said to have been nothing more than a liaison officer.
  • The need for a Chief of Defense Staff was most felt during the Kargil War in 1999, in which the Army’s request for air support was initially rejected by the Committee on Security (CCS), prompting the Army to conduct air strikes by the Air Force. There was a delay of several weeks in getting help.
  • All these incidents are different from the examples of the wars against Pakistan in 1947-48 and the wars against Pakistan in 1971, in which joint operations of armies led India to victory.

How was the Chief of Defense Staff formed?

  • Soon after the Kargil War in 1999, the Kargil Review Committee (KRC) was formed under Krishnaswamy Subramaniam to review what were the shortcomings that allowed the Pakistani army to capture strategically important places. found.
