Haryana CM’s former OSD’s ‘land deal’ in headlines: 2.73 crore land bought for only 75 lakhs; CLU in 19 days, deal in 70 days

The family of Neeraj Daftuar, who was the Principal OSD to the Chief Minister of Haryana, is in limelight for a land deal. Neeraj Daftuar’s wife Anupam Daftuar and son Aditya took 9 acres of Change of Land Use (CLU) land from a company in Jhajjar district a year ago.

This company bought this land in March-2022 itself for Rs 2 crore 73 lakh and then got it changed of land (CLU). 2 days before the CLU was approved, the company directors sold it to Anupam Daftuar and son Aditya for Rs 75 lakhs due to financial crisis.

After the matter came to light, the Aam Aadmi Party (AAP) in Chandigarh on Friday attacked Neeraj Daftuar regarding this deal. AAP leader Anurag Dhanda has raised questions about the work of forming a company, buying agricultural land, getting its CLU done and then selling the company and all its properties to the Daftuar family in just 70 days.

Let’s understand the whole matter in a sequential manner…

Land deal after one month by forming a company
A company named ANA Real Logistics was formed on 24 February 2022 in Haryana. The registration of this company was done at the address of Shivaji Nagar in Gurugram. The company had two directors – Siddharth Lamba and Ashish Chandna. The purpose of forming this company was to do the work of transport and logistics. Thirty days after the registration of the company, the two directors purchased nine acres of agricultural land in Khalikpur village, Badli tehsil of Jhajjar district, Haryana. This land was purchased from Model Economic Township Limited operated by Reliance Company and according to the sale deed, its cost was Rs 2 crore 73 lakh, on which stamp duty of Rs 19 lakh 11 thousand was paid.

CLU approved in 19 days
On 22 March 2022, 24 days after the land deal, Ashish Chandna, director of ANA Company, applied for Change of Land Use (CLU) of the land to the Directorate of Town and Country Planning Department, Government of Haryana on 15 April 2022. According to the application given to CLU, the company wanted to build a warehouse on this nine acres of agricultural land. On 4 May 2022, 19 days after Ashish Chandna’s application was received, the Directorate of Town and Country Planning approved the application and passed the CLU of the land.

Two days before CLU the land was sold to Daftuar’s wife and son
On 2 May 2022, two days before the CLU was approved by the Town and Country Planning Department on 4 May 2022, Siddharth Lamba and Ashish Chandna, both directors of ANA Real Logistics Company, entered into a legal agreement with Neeraj Daftuar’s wife Anupam Daftuar and son Aditya Daftuar Did. The agreement stated that ANA Real Logistics Company and all its assets were being transferred to the names of Anupam Daftuar and Aditya Daftuar. The reason given in the agreement for the deal was that they did not have the funds to build a warehouse and run the business of transport and logistics.

The most important thing in this purchase and sale of land is the transaction of money. ANA company directors Siddharth Lamba and Ashish Chandna bought 9 acres of agricultural land on March 22, 2022 for Rs 2.73 crore, 40 days later, just two days before the CLU was approved, to Anupam Daftuar and Aditya Daftuar for just Rs 75 lakh sold.

Timeline… speed raising questions
– ANA Real Logistics LLP (Limited Liability Partnership), opened on February 24, 2022.
On March 24, 2022, 9 acres of agricultural land was purchased in Khalikpur village of Jhajjar district.

Who is Neeraj Daftuar
Neeraj Daftuar became the Principal OSD to the Chief Minister of Haryana in April 2016. His job was to help the CM in government work. In September 2021, Neeraj Daftuar was sent to Karnal to persuade the farmers sitting on protest and to end their protest. While doing his work well, he convinced the farmers and got them to end the strike. In October-2022, Neeraj Daftuar resigned from the post of Principal OSD to the Chief Minister. These days he is living in Delhi.

Attacker AAP after revelations
AAP leader Anurag Dhanda made the above full disclosure along with the documents and alleged that the name of Principal OSD Neeraj Daftuar in the office of Chief Minister Manohar Lal Khattar has come to the fore in corruption worth crores. While holding the post of Principal OSD in CMO, he got the land worth crores done to his family. Overnight the ANA Real Logistics LLP company was formed. CLU of 9 acres of land was issued to this company in 12 days. Just two days before the release of CLU, this company worth crores was transferred in the name of Anupam Daftuar, wife of Neeraj Daftuar and son Aditya Daftuar for just Rs 75 lakh. He demanded a CBI and ED probe into the matter.

Daftuar said – the allegations are wrong, we spent 4 crores
When Dainik Bhaskar contacted Neeraj Daftuar on this whole matter, he said that all the allegations are false. He told that after the formation of the company, its directors Siddharth Lamba and Ashish Chandna bought land for Rs 2.73 crore. At the time of the land deal, both gave an advance of Rs 50 lakh and the rest in post dated cheques. When both of them could not pay for the land, they talked to us.

Both took two crore 93 lakh rupees from my wife and son as the cost of the land, which also included the stamp duty of the registry etc. Later, Rs 75 lakh was taken separately as profit. In all, our family spent about four crore rupees in this deal.
