The person Pannu is talking to in the video is describing himself as Jaswinder Singh Multani. He claims that he is present at his home in Germany and has not been arrested by the German police or any other agency. In the 2.52-minute video, a man who masquerades as Multani claims that the Indian government is spreading false news of his arrest to influence the voting in favor of Referendum-2020 in many countries of the world. He also claims that he has no hand in the Ludhiana blast.

According to the agencies probing the Ludhiana bomb blast, Jaswinder Singh Multani hatched the plot of the Ludhiana bomb blast through Pak intelligence agency ISI and Pakistan based gangster Harvinder Singh Rinda. For this, he made the sacked head constable of Punjab Police Gagandeep Singh a means. Investigation also revealed that Multani was plotting blasts in Delhi and Mumbai as well. Along with being pro-Khalistan, Multani is accused of smuggling arms and drugs from the Punjab border to India through Pakistan.

Rinda had escaped from the hands of the police in 2017, after which it was learned that he went to Pakistan.
