Center on backfoot from dispute over new coal route: Punjab to be allowed to choose preferred port with conditions; No more racks than quota

The Central Government has reacted to the option of Railway Ship Railway (RSR) route given for the purchase of coal after protests by the Punjab Government and Congress MP Manish Tiwari. While imposing conditions, the state government has been allowed to choose its preferred port. After which the state government is again left with no option other than Mundra Port.

After protests, the Central Government has allowed the Punjab Government to choose its own route for the transportation of coal. A condition has also been imposed that they will not get additional rakes from the Railways. Due to this, there will be problem in reaching coal to other states. For show off, the Central Government has given exemption to the State Government, but such conditions have been imposed, after which the Punjab Government is left with no option other than Mundra or Dahej Port.

But along with this, it has also been made clear that additional rakes will not be provided against the quota for carrying coal. While giving clarification, it was also said that by doing this the quota of other states will have to be cut, which is not correct.

The state government says that CM Bhagwant Mann is still in talks with the central government for this. But it is to be seen that if the coal does not come through the railway route, then there is no option left but to adopt the RSR route. Not only this, if the Punjab government chooses any other port, then bringing coal to Punjab will become more expensive.

Punjab Mahanadi Coalfields buys coal from Jharkhand to generate electricity. If that coal is brought directly to Punjab through rail road then it has to cover a distance of 1,830 km. The power ministry wrote a letter to the Punjab government on November 30, 2022, saying it could not get coal directly through the rail route.

The central government is pressurizing to be taken through the Rail Ship Rail (RSR) route. In this, the coal extracted from the mines of Jharkhand will first be transported to Paradip port in Odisha through rail. It will then be sent through the waterway passing through Sri Lanka. The ship will be docked at Dahej and Mundra, which are part of the Adani Group. From here again it will cover a distance of 1,500 km by coal train.

This will increase the cost of coal transportation from Rs 4,350 per tonne to Rs 6,750 per tonne. The cost of one kilowatt electricity will increase from Rs 3.6 to Rs 5. As a result, power generation in Punjab will be costlier and its burden will directly fall on the people.
